European Structural Funds
In 2003 a Structural Funds Unit was set up in the foundation. The need for such a unit arose after eligible operations and general principles of allocation of the European Union Structural Funds` support had been identified.
According to the document "Estonian National Development Plan for the Implementation of the EU Structural Funds - Single Programming Document 2004-2006" (hereinafter the SPD) and an administration agreement between the Ministry of Education and Research of the Republic of Estonia and the Foundation Innove has been assigned as the distributor of the resources of SPD measures 1.1 and 4.3:
- European Social Fund (ESF) measure 1.1 Educational system supprting the flexibility and employability of the labour force and providing opportunities of lifelong learning for all.
- European Regional Development Fund (ERDF) measure 4.3 Modernisation of infrastructure for vocational and higher education.
In the period 2007 - 2013 we continue the implementation of similar measures and in addition, we administer measures directly targeted to the labour market. We also have the Ministry of Social Affairs as our new partner besides the Ministry of Education and Research.
The Structural Funds Unit advises the applicants, designates the beneficiaries, organises the payments, verifies the use of the support, collects, monitoring reports, organises drawbacks and reports on measures, plans and programs. The unit also takes part in preparing the relevant legislation and instructions.
