The development of the Foundation is affected by the development of the EU, the speed of integration of Estonia and the ability of the Foundation to provide quality and flexible service, which arises from the challenges posed to Estonian society by the accession. Upon planning its developments the Foundation shall proceed from the principles arising from the key documents of the Estonian education policy, applying them upon development of the Estonian education system and human resources.
Over the next few years the Foundation’s endeavours will be impacted mostly by the Estonian National Development Plan, which served as the source document for preparation of Phare 2002 and 2003 as well as for implementation of the EU Structural Funds in Estonia after the accession to the EU. A significant part of the future activities of the Foundation lie in the implementation of the EU Structural Funds, which virtually replace the facilities of the Phare programmes.
As a provider of education products/services we estimate realisation of our strategic objectives upon implementation of the following principles:
- Considerable improvement and valuation of the content and quality of vocational education in the eyes of society (primarily, young people and employers).
- Society values lifelong learning and the employability of the people of Estonia increases.
- The Foundation is an important partner in an effective cooperation network.
- The Foundation is a well-known institution with an established reputation.
- The Foundation is a learning organisation with professional employees.
