Project Development and Implementation Unit (PDIU) coordinates the promotion of vocational education in Estonia as well as the implementation of international projects, programmes and initiatives.
The PDIU leads the programme for promoting vocational education (VET), and the projects "Entrepreneurship Studies in the Vocational Education Institutions" and "Quality Assurance in the Vocational Education Institutions". The PDIU is the coordinator of the Estonian Youth Skills Competitions; accordingly, preparing young people for the international competitions EuroSkills and WorldSkills. Foundation Innove is an official representative of the organizations related to the competitions. The PDIU also coordinates several international projects in cooperation with the other organizations.
The main activities under the programme for promoting VET are the following: organising domestic Estonian Youth Skills Competitions, publishing the newsletter, producing a publication Abiks otsustajale (www.rajaleidja.ee/abiksotsustajale) in cooperation with the Refernet Estonia to introduce the opportunities of vocational training, and organising communication training for the personnel of the VET schools. The communication training takes place during the 2009/2010 school year and is conducted by Corpore Ltd. There are plans to organise a souvenir contest among the students of VET schools. The programme for promoting VET is financed by European Social Fund.
During the project of Entrepreneurship there have been published several study materials to improve the quality of entrepreneurship studies delivered at the VET schools. There has been created a computerised simulation play called Pizzeria to introduce the basics of entrepreneurship to the young people. The project of entrepreneurship received a special award at the contest “Acknowledge the Promoter of Entrepreneurship” held by the Ministry of Economic Affairs and Communications.
In 2009 Foundation Innove was approved and became involved with partners from Germany (ICON-INSTITUTE GmbH & Co) and Ireland (Project Management Group) in a consortium which implements a project “Support to VET, Labour Market and LLL Systems in the Northern Part of Cyprus” (EuropeAid 125925/C/SER/CY). The main aims of the project are to assist the Turkish Cypriot Community (TCC) in improving the quality and effectiveness of its VET system, support the TCC in building up and implementing a VET reform strategy in partnership with relevant stakeholders and to support the economic and human resource development in the TCC, including enhancing the social inclusion of disadvantaged groups. The partners regularly send experts to the region with specific tasks and the duration of the project is three years.
