„Noor Meister (Young Master) 2010“ skills competition in 10 specialties took place on December 2-3 as part of the Information Seminar „Teeviit“ (Road Sign). Young professionals competed as mechatronics technicians, IT-specialists, tilers, painters-plasteres, electricians, tailors, bakers, confectioners and florists. Showcase specialties which could be observed by the spectators were landscape gardening and brick laying. From among the best, participants were chosen to represent Estonia next year at the worldwide skills competition WorldSkills.
The objective of the two day competition is to offer young VET students an opportunity to compare their knowledge and skills with other students studying the same specialty and to find out the best in Estonia who could compete on the international arena. The young masters give a hands-on demonstration on what can be studied in different VET colleges all over Estonia, thus study opportunities in VET are also promoted. In parallel with the competitions a programme is running on the stage, several performers entertain the audience with music, beauty care, fashion created by VET students, etc.
The second annual competition “Young Master” was organized by Foundation for Lifelong Learning Development Innove together with the Ministry of Education and Research. A new comprehensive concept of evaluation in VET
Transfer to output based curricula will also bring along changes in evaluation. To introduce and implement the new ideas, different training events have been planned. At first training aimed at those responsible for curricula at schools: lead teachers for curricula groups, department heads and leaders of the broad group of studies. The training will give a thorough overview regarding the changes forthcoming in the system of evaluation and their importance in the context of applying the output based curriculum. Then come the trainings for the modular teams, where teams are expected to be composed of people from every curriculum group of every VET institution. That team will support the curriculum group in the future and will be leading the transfer to the new approach to evaluation.
One of the sub-activities of the program „Developing the content of VET 2008-2013“ within developing VET curricula is working out the unified concept for evaluation and training the assessors. In May 2010 an evaluation concept task force was set up whose main responsibility in May-October was to work out the principles of evaluation in VET and the concept to apply the unified methodology to assess learning outcomes. Over 500 VET students increased their command of the Estonian language
During the period of two years the Foundation for Integration and Migration „Our People“ (MISA) gathered from all VET colleges proposals how to improve the complementary Estonian language teaching for students whose mother tongue is not Estonian. Thanks to the implemented proposals, 500 VET students from all over Estonia enhanced their command of Estonian.
VET colleges were asked to propose activities helping the students improve their command of Estonian necessary for studies and professional activities in addition to the studies carried out as part of state commissioned and financed study places. That is why programmes integrating language and professional studies, including internships in Estonian language work environment were preferred. In total, 17 proposals out of 29 proposed by VET colleges were carried out. As a result, the following activities were put into practice: supplementary Estonian language classes, preparation classes, exchange and internship programmes, including internship programmes in Estonian language work environment. Also, complementary study materials were published. Within the project, a linguistic-cultural exchange programme model supporting language learning of the VET students which the schools can later apply independently, was worked out.
In addition to complementary language learning activities, MISA commissioned a study „Broadening the studies of the Estonian language to Russian language study groups in VET institutions“, whose aim was to get an overview of the Estonian language teaching in Russian language study groups. Exchange workers improved their command of language
During the first week of November, the Foundation for Integration and Migration „Our People“ (MISA) celebrated the successful conclusion of the work exchange programme. Since 2008, 160 Russian speaking clerical workers from the sectors of education, culture, medicine and security, whose command of Estonian was insufficient. 65 of them went through the work exchange program and the language study this year.
The purpose of the work exchange programme was to support the adults whose mother tongue is different from the official state language by working in the Estonian language environment. During the three years, 16 native Estonian speakers also participated in the programme, offering support to colleagues working in the Russian speaking environment, helping to learn the language and providing an opportunity to communicate in Estonian. Language practice in the Estonian environment lasted for 2-4 weeks. Every participant in the programme was appointed a support person from the receiving organization, whose responsibility was to support the exchange worker in fulfilling the goals. As part of the language training, Estonian culture and history was promoted - participants visited museums, theatres, etc. In addition to language practice, there was a complementary language training of 60 hours, which was divided into pre-mission and post-mission training.
Work exchanges were carried out at the request of the Foundation for Integration and Migration „Our People“ (MISA) and with the support from the ESF programme „Developing language studies in 2007-2010“. This year the work exchanges were carried out by Sola Integra OÜ.
Entrepreneurship education program signed for implementation
On 7th October, the representatives of the Estonian Ministry of Education and Research, the Ministry of Economic Affairs and Communications, the National Examinations and Qualifications Centre, the Enterprise Estonia and the Estonian Chamber of Commerce and Industry signed an entrepreneurship education program called “I am enterprising!”
The aim of entrepreneurship education is to increase the number of people in the community who can and want to turn ideas into realization. An individual who is enterprising can manage him/herself and is able to help change the society – as an entrepreneur, school manager, state or education official, volunteer etc. This program, composed by the experts of Entrepreneurship Education Think Tank, presents the nature of entrepreneurship education, verbalizes the ideal of enterprising individual and his/her competences at different ages, analyses how current standards in education contribute to the designing of enterprising individuals and determines the course of action and levels for next steps. Various activities, which are needed to achieve the goal of this program, are performed by organizations who signed the program. Different parties involved and interest groups in the society are welcomed to contribute to the development of entrepreneurship education in Estonia.
This program is compiled by Entrepreneurship Education Think Tank, which draws together the institutions and experts who are involved in advancing entrepreneurship education. The activities of the program were supported by the Enterprise Estonia. This program is one part of the implementation of joint declaration contracted in 2007 between the Estonian Ministry of Education and Research and the Ministry of Economic Affairs and Communications.
Adult Learners Week (ALW)
On October 8-15, Adult Learners Week, this year concentrating on theme “Learning joins generations”, took place for the thirteenth time. Two traditional events took place. Firstly, the opening ceremony and recognition of the Learner and Educator of the Year and also the Education Friendly Organisation and Education Friendly Municipality of the Year. Secondly, the closing event of the week, Adult Education Forum, this year targeted primarily the policy makers of lifelong learning. The theme for this year was “Lifelong Learning to support wholesome thinking”. The E-learning day introduced new ways and possibilities of learning and Grundtvig Day gave an overview of adult education projects in EU. In addition to countrywide events, many activities were organized in all counties.
The Adult Learners Week (ALW) promoting lifelong learning has been organised by Andras in co-operation with the Estonian Ministry of Education and Research since 1998. It has become an annual event taking place in the second week of October. As a result of continual development of ALW as an extensive promotional event of lifelong learning, an all-the-year-round, pan-Estonian, operating lifelong learning network has been created.
Curriculum groups accreditation in VET – pilot round
In accordance with the Development Plan for the Estonian Vocational Education and Training System 2009-2013, the national accreditation system is being developed and implemented. It means that the principles, criteria and regulation of accreditation is worked out and after the pilot round is carried out, the new system will be implemented in all VET curricula groups.
The pilot round is the first step to adopt a national recognition system in VET. The system of internal evaluation, in place for 2006-2010, during which time the schools needed to present at least one internal evaluation report, will be replaced by the accreditation of the curriculum groups. The previous licences for municipal and private schools will be replaced by the positive accreditation result. If the result is positive, the school will be granted the right to carry out teaching for 6 years. If the result is “conditional”, the right will be granted for 1-3 years with the need to undergo accreditation again after that period. With the negative result, the curriculum group will be closed, and students will be given an opportunity to finish their studies at the same school or different school.
The pilot accreditation will be carried out in 2011 in two curriculum groups: construction and hotel and catering. The means and activities for development and implementation of accreditation system are planned from the ESF program „Substantive Development of Vocational Education 2008-2013“, carried out by The National Examinations and Qualifications Centre with the Quality Assessment Council EKKA. The latter is also responsible for carrying out the pilot round.
The adjustment year for VET teacher
In the study year 2010/2011, the VET teacher adjustment year pilot program, in collaboration with the Ministry of Education and Research, universities and VET institutions, is carried out. The adjustment year program is a tool to bring new VET teachers effectively into schools and will offer a sound pedagogical training.
Vocational teachers have different backgrounds, some of them have upper-secondary vocational education and some have tertiary education. Some teachers start teaching in VET institutions right after graduation, some after working in a specific field. Adjustment year is for teachers as well as for schools to adapt to a new situation. It is the period for settling in. For the teacher, it means working and learning at the same time. During this period, the school will be responsible for assigning a mentor - an experienced VET teacher - who guides and consults the new colleague in planning and analyzing his/her activities. The result of the adjustment year is the teachers` readiness to pass the VET teacher’s professional examination.
The substantive activities of this program will be carried out through VET institutions’ collaboration with universities who coordinate adjustment year support program and the training of new teachers and their mentors. The activities are funded from the ESF programs.

5th European Vocational Competition for Young Gardeners held in Estonia
The 5th European Vocational Competition for Young Gardeners was held on September 1-5 in Räpina Gardening School, Estonia. Participators were up to 25 years old young people with horticulture education from 17 European countries. Young people competed in gardening and creativity areas - knowledge and multiplication of plants, practical gardening, correct usage of plant protection, job safety and creativity tasks. According to Johannes Peperhove, the main initiator of this competition, the primary line of this competition is co-operation instead of rivalry. Equally important is raising the quality of the VET system and promoting innovation in VET.
The European Competition for Young Gardeners is held in different horticultural areas - from the knowledge of plants to the mechanisms and techniques of gardening. Very strong emphasis is on practical tasks. The competition lasts for two days. In addition to intense contests, the host country has to prepare a program to introduce the horticulture and garden design of its country - organizing guided tours both for competitors and instructors. The competitors must have a strong horticultural preparation due to the European vocational students having a high level of competency. The event is preceded by a separate annual training course. The number of students and countries participating is constantly growing.
The European Vocational Competition for Young Gardeners has been organized every two years. The idea was introduced by J. Peperhove in 1995 and realized in 2002, when the first contest took place in Münster, Germany. Subsequent contests were held in Italy, France and Austria. The teams of Estonia which were composed of the best students of Räpina Horticulture School and Luua Forestry School participated in all competitions as well. This year, Germany won the first place, Räpina Horticulture School received the second place and Austria took the third place.
A call for proposal for advancement of VET and continuing education
On 6th September, Foundation for Lifelong Learning Development Innove announced a call for proposals for the measure “Developing learner orientated and innovative VET and broadening the opportunities for lifelong learning”. Altogether, over 63 millions kroons (4 million EUR) from ESF and state budget waits distribution in this measure.
The aim of this measure is the development of vocational and continuing education. Applications are being anticipated from VET institutions, including institutions of professional higher education that provide vocational training and institutions, foundations and NGO-s that provide continuing education.
Projects for VET institutions should be aimed at supporting different support and counseling services, diverse recreation activities, advancing co-operation networks and supporting the professional development of vocational teachers. Lifelong learning projects should support career education, make the general education for adults more flexible and help to enhance the accessibility of continuing education at tertiary level.
Info seminars about the measure are organized in Tallinn and Tartu. The deadline for applications is 15th October 2010, at 5 pm.
Estonian VET promotion organization`s annual autumn seminar
On September 15-16, EKEÜ (Association for Advancement of Vocational Education) held its annual autumn seminar in Tartu. Seminar comprised six modules. First day began with presentations about changes in educational spheres and improvements in VET. Second wider topic under discussion was connected with economy, ethics and values and their connections. Third theme was entrepreneurs` prognosis about economic situation in short-run, entrepreneurship education and its role in VET, Estonian Labour Market Board plans for 2011. Second day started with two workshops: school management and vocational teacher. After that, presentations continued. Themes covered were as follows: VET schools collaboration with university colleges, admission in VET, Leonardo da Vinci program and sports in VET schools. The best photos, videos and audio files from contest “VET is cool!” were also demonstrated. Seminar ended with presentations and discussions about Lifelong Learning Strategy and the role of VET in it.
Association for Advancement of Vocational Education, which unites VET school directors, staff and officials working in VET related governmental and non-governmental organizations, is the main partner of the Ministry of Education and Research in VET policy making in Estonia.

Quality Assurance in the Vocational Education Institutions 2010
On 12th and 18-19 August, training for assessors for the Quality Assurance in the Vocational Education Institutions competition took place. The teams that are going to be the assessors of participating schools were instructed about the Estonian Quality Award Model and the related subjects. The purpose of this training was to prepare the assessor teams before they visit the schools and write evaluation reports. A committee reviewing the evaluation reports will make the final decision on who will be the best VET institution in Estonia in 2010.
Five schools take part in this year’s competition: Luua Forestry School,Kehtna Economy and Technology School, Väike-Maarja Training Centre, Haapsalu VET Centre and Tallinn School of Service. The winner is announced during the Estonian Vocational Education Institutions Quality Conference, held in Tallinn on 10th November 2010.
This competition is a part of ESF project "Development of quality assurance in VET institutions through organizing quality related training and development of internal assessment systems”, whose main objective is to promote the culture of self-evaluation and quality management in vocational schools and institutions. This project is coordinated by the Project Development and Implementation Unit of the Foundation for Lifelong Learning Development Innove.
Estonian-Finland joint VET Conference
On August 23-25, Estonian-Finland joint VET conference was held in Saaremaa, Estonia. Under discussion were the possibilities to bring the curricula and qualification standards of both countries closer. At the moment, preparation for transition to uniform 8-step qualifications system is taking place in the European Union. In this system, VET schools will give third and fourth level vocation. Resulting from that, there is a need to review all the curricula. In addition to Kuressaare Regional Training Centre (KRTC), Kehtna Economy and Technology School, Tallinn School of Construction and Tallinn School of Service are also participating in HETA-ECVET project, which is led by KRTC long-time partner Omnia Training Centre in Espoo.
This conference is a part of EL INTERREG IVA program of HETA-ECVET project, whose aim is to compare Estonian and Finland VET schools curricula for documenting the similarities and differences and to contribute for reducing the differences in curricula.

Work-related training and development activities for adults in the autumn semester
In autumn semester 2010, 6046 people can participate in different courses which are state funded study places for work-related continuing vocational education training and retraining. These courses allow adults to acquire and improve their professional knowledge, skills and competencies as well as to retrain themselves. Free work-related training courses are held at 39 institutions of vocational education and institutions of professional higher education that provide vocational training in all counties. In 30 different curriculum programs are 453 courses.
This program started in 2007 when the Ministry of Education and Research carried out a pilot project of adult vocational education and used funding from the ESF and the state budget. This program will continue until 2013. Courses are updated every semester.

27 millions kroons allotted for international cooperation in VET in 2010 by Leonardo da Vinci program
11,7 millions kroons are foreseen for 20 practice-projects for VET students. Pupils will have a chance to practice the acquired skills in a foreign context. The additional value of the practice abroad is enhanced language skills and getting the feel of the cultural characteristics of the host country.
Five practice projects for people who are already participating in the field of work were financed. These projects are for taking up new valuable skills or technology, linked with current work experience in some enterprise or educational institution situated in a European country. The added value of these projects is the improved language skills and broader worldview. The total cost of the work related projects is 2,2 million kroons.
VET specialists are being sent to work placements in 22 European countries. The period is up to six weeks and during this time people are complementing their knowledge, participating in partner school study process or working in an enterprise in a same field which they are teaching in Estonia. Starting from 1st of June, during two years 612 people are participating in mobility projects which are supported by 5,2 million kroons.
One transfer and innovation project is being funded this year. 4,5 millions kroons are booked. The final decisions are made at the end of July.
Two Estonian VET institutions sent applications for collaboration projects (altogether 38 applications). The nature of these projects is cooperation with different types of organizations from different countries in a theme which is interesting for both partners. All in all, a little over 3 million kroons are booked for collaboration projects.
For submitting successful applications in 2011, more than 390 thousand kroons is meant for preparatory visits in 2010.
Preliminary forum about adult education
On 10th June, in preparation for Adult Education Forum, which is held in October, a preliminary forum was held. It was organized to collectively think about the meaning of adult education; what the relevant keywords are and how to present them in a simple and clear way, to support and help people in understanding the meaning of lifelong learning and participating in it.
New electronic study material for VET students
Under the ESF program „Substantive Development of Vocational Education 2008-2013“, the first electronic study material has been put together. The book is called „Trade: fundamental ideas and connections“, written by A. Siimon.
This material is meant for teachers who are teaching trade in VET schools and will help students in gaining the entire picture of trade and is also a helpful tool while writing research papers.
The book is foremost based on the classical approach to trade in German speaking area, enriched and associated with Estonian practice. In addition to specifying basic concepts, the book centers on opening up main linkages and cause-effect relationships.
The current book is trying to bring consistency on how legal terms are used in different spheres. All legal acts about trade are available in Estonia and the terms used are explained in the professional literature, but in the situation were scientific research and studies on trade have been terminated in Tartu University, the gap between how terms are used in the literature and the practices and VET has grown larger.
One of the main activities of the ESF program „Substantive Development of Vocational Education 2008-2013“ is composing study- and methodology materials, corresponding to the national curricula. The program is carried out by The National Examinations and Qualifications Centre and supported by the Estonian state and the European Social Fund.

ReferNet Estonia information seminar
On 14th May, Foundation Innove and ReferNet Estonia held an information seminar. Kersti Raudsepp from the VET Observation Centre gave an overview of CEDEFOP study „Skills supply and demand in Europe: medium-term forecast up to 2020“. Merle Kink from the VET Observation Centre shared the news about the green economy and Olav Aarna from the Estonian Qualifications Authority introduced the study “Skills for green jobs”, initiated by ILO and CEDEFOP, where Estonia was one of the 21 surveyed countries. The Estonian report analyses 8 case studies from various sectors. After that, Signe Reinumägi from the VET Observation Centre gave an overview of National Research Reports across Europe on the topic of social benefits of VET in Europe. Finally, Helle Noorväli, the Rector of Lääne-Viru College presented her doctoral thesis and gave an overview about practice/training development in VET.
The main event of the day was a panel discussion “Problems with forecasting VET demand in Estonia”, where the panelists from the Estonian Chamber of Commerce and Industry, Estonian Qualifications Authority, Estonian Ministry of Education and Research and Ministry of Economic Affairs and Communications debated the issue. The panelists arrived at the conclusion that information exchange between different partners should be better, the development of educational programs should be up to date and more flexible. They also pointed out the need for sectoral studies and the crucial importance of more efficient collaboration between VET institutions and entrepreneurs.
Conference "Vocational Teacher Training in 21st century"
The second VET Teacher Training conference was held on May 20-21 in Tallinn University. Participants discussed learning and teaching in the 21st century, the role of the vocational teacher today and tomorrow, collaboration and opportunities for self-education. In addition to vocational teachers, school directors, vocational education specialists and other interested parties, VET students were also invited to take part. A separate program for them, carried out by Tallinn University undergraduates, included an introduction to college life and opportunities for teacher training and a discussion about the VET teacher in the 21st century through the eyes of the students.

Contest "VET is cool!"
May 14th will be the deadline for registering for the contest “VET is cool”, contributions can be submitted May 17-31st. In March, Foundation Innove announced the first photo, video and audio file competition for all the students in vocational education. Creative pieces should introduce VET opportunities, specialties, professions or the school providing vocational education and training. The idea behind this contest is to give VET students a possibility to show how they see their school, specialty and VET in general and what they value in VET. Photo category is individual, but up to three member teams are allowed for making video or audio files. For the moment when work is submitted, participators cannot be older than 26.
Creative contributions will be assessed in two categories: VET students on the basis of basic education and on the basis of secondary education. All submissions must be original and every participator or team can submit one photo, video or audio file. As a Grand prix there is an opportunity to visit European Youth Skills Competition EuroSkills, which this year is held in Lisbon, Portugal.
The contest is organized by the Foundation Innove and supported by ESF and Estonian Ministry of Education and Research.
CLIL materials for VET institutions
Four books of Content and Language Integrated Learning (CLIL) study materials were reprinted and sent to VET institutions all over Estonia. The purpose of this activity was to support Russian language teachers in language and other subjects in providing study materials and also to improve teachers’ teaching skills. Study materials will stay in schools, so everyone can use them. The schools also have a responsibility to keep these materials and use them for the intended purpose. All Russian language VET Institutions need to transfer from Russian to Estonian step by step and there is a need to prepare teachers and school management for that. Besides, teachers have shown interest in these materials, because they are important tools for teachers, directors and other concerned parties.
CLIL methods are appropriate for teaching in another language, taking into account students with different language and cultural backgrounds. These materials are necessary tools, especially in the time of the transfer period in schools. In addition to these materials, training sessions are taking place and this method is gaining more and more popularity in Estonia.
One of the reprinted books, „Uncovering CLIL: Integrated Content and Language Learning in Bilingual and Multilingual Education“, is highly valued internationally and has earned The Duke of Edinburgh English Speaking Union English Language two awards: „Highly commended 2008” and „Best entry for teachers 2008“.
These materials were ordered and sent to VET institutions through an ESF program „Language Studies Development 2007-2010“ carried out by the Integration and Migration Foundation.

Innovation and creativity camp “12-hour enterprise” for VET students
On 19th March, Junior Achievement Estonia held the first event of new training series, an innovative course for VET students, where during 12 hours all the necessary steps for creating an enterprise were taken and activity plan set up. The first training was meant for Tallinn VET students. Participants were divided into groups and all the teams had the same task – “SNOW - nature`s gift for enterprising“. During the day, students had a possibility to meet with expert mentors, who listened to their ideas and gave feed-back. Activities were coordinated by student-firms alumni. Among all the participants, the jury selected five students who will represent Estonia in “European Innovation and Creativity Camp 2010” 24-hour competition in May 25-26 in Brussels.
„12-hour enterprise“ and „24-hour enterprise“ are Junior Achievement Estonia programmes, which are organised by the members of Junior Achievement alumni organisation SENT. Many innovation and creativity camps have taken place, but this was the first time for VET students. The main reason why VET students should be participating is that they have more knowledge and experience in practical aspects, so giving them more entrepreneurial knowledge can produce a better outcome. Junior Achievement is planning to continue with similar camps for VET students in autumn and next time they want to involve VET students from VET institutions all over Estonia.

On February 10-12, EKEÜ (Association for Advancement of Vocational Education) held its annual winter seminar in Pärnu. Seminar comprised six modules. 1) Information systems at VET institutions today and tomorrow. Introduction of best practices; 2) Changes in legal acts and their impact on VET; 3) Learner; 4) Teacher and curriculum; 5) Supportive services; 6) Adult learning in vocational education institutions. Every module contained presentations by different speakers and was followed by a discussion led by a moderator.

In spring semester 2010, 5899 people can participate in different courses which are state funded study places for work-related continuing vocational education training and retraining. These courses allow adults to acquire and improve their professional knowledge, skills and competencies as well as to retrain themselves. Free work-related training courses are held at 38 institutions of vocational education and institutions of professional higher education that provide vocational training in all counties. In 30 different curriculum programs are 433 courses. Total cost for spring semester courses is 19,9 millions kroons (1.27 million EUR).
This program started in 2007 when the Ministry of Education and Research carried out a pilot project of adult vocational education and used funding from the ESF and the state budget. This program will continue until 2013. Courses are updated every semester.
New opportunities for VET dropouts
During the next four years (2010-2013), 400 students who have discontinued their studies during January 2003-September 2009 in institutions of vocational education and institutions of professional higher education that provide vocational training, can continue their studies. The purpose of this program is to create opportunities for vocational education students whose studies have been disrupted, to finish up their studies. Students must have previously fulfilled 50% of the curriculum. To make it more flexible, RPL principles (Recognition of Prior Learning and Experience) allow the schools also to take into account the previous work experience.
The program, which is funded by the European Social Fund and the state, is called “KUTSE” (a pun on words, meaning profession/calling/call), which will provide the needed study places in the respective institutions. The total cost of the program is 30 million kroons (1,92 mEUR). 25,5 million kroons is funded by ESF and 4,5 million kroons by the state.

Teachers from vocational education institutions can practice in another language
Starting from January 12th 2010 and lasting until October, teachers from vocational education institutions will have the chance to practice and develop their professional and language skills by taking part in the project „Another School, Another Language“. The project will see teachers from vocational schools with Russian as the language of instruction working in vocational schools with Estonian as the language of instruction and vice versa.
Registration took place in 2009. 60 teachers of professional and general subjects who registered will participate. The work placements period is up to 24 days and includes among other things comprehensive cultural program. The placements will be preceded by an 80-hour training course. Special information days will also be held for representatives of the schools sending and hosting the teachers.
The project „Another School, Another Language“ is being organised by the Lifelong Learning Unit of the „Our People“ Integration and Migration Foundation as part of the „Language Studies Development 2007-2010“ programme of the European Social Fund.
